Created a third #Casual Chat channel to act as a buffer. Voice chat usage is low enough where having a system that creates and destroys temporary voice chat rooms is not necessary at this time.

Temporary Art and Games Chatrooms that go away after everyone leaves. There are times when you need a few peoples help, or are playing a game with limited slots and don't want to talk over people doing other things. It could also encourage less private server usage.
